Overview
Liv focuses her practice on energy regulatory, litigation and administrative matters, with an emphasis on the development, permitting and operation of electric infrastructure.
Liv works with electric cooperatives, independent power producers and large energy users on complex regulatory and project development matters. Her experience includes transmission projects, tariff proceedings and large-load considerations associated with evolving energy demands, including data center development.
She regularly supports clients in proceedings before the Public Service Commission of Wisconsin and other regulatory bodies, assisting with permitting, environmental compliance and administrative enforcement issues. Her work involves multi-state transmission initiatives, including Long Range Transmission Planning (LRTP) projects, as well as siting, routing and regulatory strategy for major infrastructure developments. She also assists clients with energy service agreements and other transactions related to energy projects.
In addition, Liv draws on her background as a judicial law clerk to support clients in litigation matters.

- Assists electric cooperatives with regulatory filings and proceedings before the Public Service Commission of Wisconsin, including transmission siting, routing and permitting matters
- Works on Long Range Transmission Planning (LRTP) projects across Wisconsin and Minnesota, supporting permitting strategy, agency coordination and right-of-way considerations
- Assists clients with utility tariff and rate-related matters, including regulatory analysis and compliance considerations
- Supports large energy users with developing regulatory strategies related to increased electric demand, including infrastructure planning and large-load considerations

- Advises electric cooperatives on governance matters, regulatory compliance and general counsel needs
- Assists clients in responding to regulatory investigations, enforcement actions and subpoenas, including public records and administrative inquiries
- Drawing on prior experience as a judicial law clerk, assists with litigation strategy, legal research and briefing in state and federal matters
