Overview
David is an energy regulatory attorney who advises utilities, developers, large energy users, and infrastructure investors on complex regulatory matters before state and federal utility commissions. His practice focuses on developing regulatory strategies that enable generation, transmission, and large-load infrastructure projects - including emerging data center and energy-intensive developments - to advance from planning through approvals and operation.
David represents clients in securing regulatory approvals and navigating commercial and compliance matters associated with utility and energy infrastructure projects. He regularly advises clients on issues involving market participation, interconnection and regulatory risk management affecting project execution and long-term investment certainty. His work has supported the development and permitting of more than 625 megawatts of wind generation and over 400 miles of electric transmission infrastructure across the Upper Midwest, including major interstate and international transmission projects.
Prior to joining private practice, David served for nearly 20 years as the primary regulatory attorney for an integrated electric utility, gaining a deep understanding of how utilities, regulators, customers, and stakeholders evaluate multi-faceted energy investments. Drawing on this experience, he is a seasoned advocate before state public utility commissions and Minnesota appellate courts.
David maintains an active regulatory practice before local governments, the Minnesota Public Utilities Commission (MPUC), the North Dakota Public Service Commission (NDPSC), the Public Service Commission of Wisconsin (PSCW), MISO, and FERC, advising clients on matters spanning utility regulation, energy infrastructure permitting, commercial agreements and evolving energy market structures.
